usb 2 port causes restarts or blue screens either in windows or before windows loads, usb 1 works fine

This can be caused by both non updated bios in combination with reinstalling the usb 2 driver in windows, so my suggestion will be to update the bios first, and then reinstall the windows driver of the usb 2.
